Investors around the world cheered last week's tentative plan by European governments to increase the size of a bailout fund to control the region's sovereign debt crisis. But Peter Fisher, head of fixed income portfolio management at BlackRock -- who oversees $1 trillion in fixed income assets -- tells BNN that with tight fiscal and monetary policy taking root, he doesn't see how European economies will grow.
