Newspaper mogul David Black may have recently tabled a proposal to build a $13 billion refinery on the West Coast, but many analysts remain skeptical that a refinery will be built anytime soon in Canada. Michael Decter, President and CEO at LDIC Inc., tells BNN why the economics simply don't support building a refinery in Canada.
