ANALYSIS: Since U.S. President Barack Obama rejected TransCanada’s initial Keystone XL proposal in January 2012, the House of Representatives has voted eight times to force approval of the controversial cross-border pipeline. Each time the Democrat-controlled Senate has voted to oppose the measure, leaving the Canadian oil sands artery locked in regulatory limbo.
